Pegadaian (Persero) Biak Branch. Biak’s geographical characteristics as an archipelagic area with limited access to conventional services make digital applications a relevant solution to support public services. This research employed a descriptive qualitative method with data collected through interviews, observations, and documentation. Data analysis was conducted interactively throughout the data collection and interpretation stages. The findings indicate that the application has accelerated transaction processes, improved service accessibility, and enhanced internal work efficiency. Customers can now carry out various transactions via mobile devices without the need to visit branch offices. However, challenges remain, particularly for elderly users, residents in areas with poor internet access, and staff members with limited technological proficiency. Nevertheless, there has been a noticeable increase in active users and premium accounts at several service units, reflecting growing trust in this digital service. Overall, the Pegadaian Digital Service application has proven effective in supporting a faster, more independent, and responsive public service transformation. Conventional budgeting, once dominant for its control and predictability, is increasingly challenged by rapidly changing business environments. In contrast, modern approaches such as performance-based, flexible, rolling, and risk-based budgeting offer agility and strategic alignment. The study synthesizes findings from global and regional literature to identify key shifts, implementation challenges, and financial implications. It highlights the importance of adaptive budgeting systems in improving cost efficiency, responsiveness, and financial resilience. The review concludes that while traditional budgeting retains certain merits, transformative approaches are essential in dynamic economic contexts. Some employees still face difficulties in operating computers due to insufficient training and understanding of technology. This situation results in slow and inefficient service processes, negatively impacting community satisfaction levels. This study aims to assess the quality of public services, particularly in the context of social assistance to the needy in the Lambai District. The research findings indicate the presence of obstacles, such as a limited number of field officers and slow data collection conducted by Social Service employees for the underprivileged community. Nevertheless, the service process has been reasonably effective, especially for vulnerable groups such as persons with disabilities, the elderly, disaster victims, and extremely poor communities. Assistance is provided based on the Integrated Social Welfare Data (DTKS) and field assessments to ensure target accuracy. Furthermore, the community understands their rights and obligations and actively participates in the service process alongside village officials and social companions, with services delivered in a friendly, fair, and non-discriminatory manner. High-quality public services reflect the state's commitment to its citizens, and are an indicator of the implementation of good governance principles. However, initial findings indicate a number of problems, such as low discipline of civil servants, lack of responsibility in carrying out tasks, and less than optimal quality of interaction between employees and the community. This study uses a qualitative descriptive approach, with data collection methods in the form of observation, in-depth interviews, and documentation. The formal focus of the study includes public service systems and policies, while the material focus includes civil servant behavior, organizational culture, and the application of ethical values ​​in the service process. The research findings indicate that public services in Samofa District still experience significant obstacles, especially in terms of employee discipline and professionalism. Problems such as late attendance, lack of training on ethics, and limited facilities and incentives are the main causes of the decline in service quality. However, there is an initiative from the district leadership to foster a constructive work culture and maintain public trust. This study recommends increasing the capacity of civil servants through training based on government ethics, strengthening internal monitoring mechanisms, and providing proportional and fair incentives. The research uses a quantitative method with data collection techniques through observation, questionnaires, and literature studies. The research sample of 94 respondents was determined by the Slovin formula. Data analysis was carried out descriptively and using simple linear regression. The results showed that the level of community participation was in the medium category with low details of information, high consultation, moderate collaboration, and fairly good implementation. The regression test showed that community participation had a significant effect on development planning with values of R = 0.704 and R² = 0.496. The Darat tribe is a nomadic group that was then relocated to Kampung Sadap in 1973 through the policy of the Isolated Community Welfare Development Program (PKMT). The Darat Tribe was relocated to Kampung Sadap, where previously they were spread across Batam City so that currently all the Darat Tribe live in Kampung Sadap which is far from the city center. Therefore, this study aims to describe how marginal forms occur. This study uses qualitative research methods, the informants in this study are 7 people who were selected through purposive sampling techniques, and use data collection techniques in the form of interviews, observations and documentation. Then using Beall and Pirron's social exclusion theory as an analysis knife, and data analysis techniques using data reduction, data presentation and drawing conclusions. The research focuses on competency development strategies, supporting and inhibiting factors, and their impact on organizational performance. This qualitative research employed in-depth interviews, observations, and document studies involving structural and functional officials, ASN staff, and relevant stakeholders. The findings reveal that competency development was carried out through technical training, formal education, and on-the-job training. However, challenges persist, such as budget limitations, training facility constraints, individual awareness, and suboptimal competency mapping. Law No. 20 of 2023 on State Civil Apparatus mandates every government institution to prepare an annual competency development plan. Recommendations include increasing budget allocation for training, systematic competency mapping, and implementing reward systems to enhance ASN motivation. Using qualitative descriptive methodology with interview and observation techniques, the study involved five informants representing key leadership positions at BPKAD. Research findings reveal that the leadership style applied at BPKAD Supiori demonstrates adequate effectiveness in improving employee performance, with indicators including decision-making capability, employee motivation, communication, control of subordinates, and emotional control. The study identified six influential factors: leader personality, competence and skills, relationships with subordinates, motivation and organizational objectives, external environmental influence, and adaptation capability. However, the research also found deficiencies in communication effectiveness that require improvement to minimize miscommunication-related errors. The findings indicate that effective leadership style significantly influences employee work motivation and performance optimization in fulfilling service duties. The research employs a qualitative descriptive approach, collecting data through interviews with BKPSDM officials, direct field observations, and documentation analysis. Results demonstrate that SIASN implementation has positively impacted the efficiency and accuracy of civil service administrative processes, including data management, rank promotions, mutations, and pension services. Based on effectiveness indicators—including program understanding, target accuracy, timeliness, goal achievement, and tangible change—the system is considered effective in supporting integrated ASN data governance at the national level. However, significant challenges persist, including internet connectivity issues in remote areas, server capacity constraints during peak usage periods, and limited user training beyond system administrators. The study identifies infrastructure improvements, expanded training programs, increased user support services, and data integration with national population systems as critical factors for enhancing SIASN effectiveness.
